Appointment of R. Mahadevan and Kotiswar Singh as Supreme Court Judges:

• Madras High Court Acting Chief Justice R. Mahadevan, Jammu and Kashmir and Ladakh High Court Chief Justice N. Kotiswar Singh were appointed as Supreme Court judges.
• Kotiswar Singh, who hails from Manipur, has the distinction of being the first judge appointed to the Supreme Court from that state.
• Both were appointed as judges of the Supreme Court by the President.
• The total number of judges sanctioned including the Chief Justice of the Supreme Court is 34.
• India The Supreme Court of India was created on January 28, 1950 after the adoption of the Constitution.
• The Supreme Court of India acts as the supreme court of India under Article 5 of the Constitution of India and the appellate court from the judgments of lower courts and high courts.

State government not empowered to change SC list: Supreme Court

• The Supreme Court ruled that the state government has no power to make any changes including inclusion of some additional castes in the Scheduled Castes.
• Also, the Bihar government revoked the ordinance issued in 2015 to include one additional caste in the state’s scheduled class.
• In 2015, the Bihar state government issued an ordinance to remove the caste from the most backward category of Danti-Tandwar in the SC list.
• According to Article 341 of the Constitution, S.C. The divisional castes are tabulated.
• For their socio-economic development, these communities have been declared Scheduled Castes as per the provisions of Article 341 Clause 1 of the Constitution.
• According to Article 341 of the Constitution the President may, in respect of any State or Union Territory, if it is a State, after consultation with its Governor, by public notification, specify castes, races or tribes or regions or groups within castes, races or tribes.
• For the purposes of this Constitution the Scheduled Castes shall be deemed to belong to that State or Union Territory.
• Parliament may by law by law include or exclude from the list of Scheduled Castes any caste, race or tribe or within any caste, race or tribe or part of a group or group specified in a notification.

Budget Session:

• The central government has called an all-party meeting on July 21 ahead of the parliamentary budget session.
• The budget session of the Parliament will be held from July 22 to August 12.
• Union Finance Minister Nirmala Sitharaman will present the Union Budget for the year 2024-25 on July 23.
• The Interim Budget was presented last February before the Lok Sabha polls.
• An interim budget is a temporary financial plan during an election year.
• It was aimed at meeting immediate financial needs before the formation of a new government.
• Usually, the Monsoon Session of the Parliament starts at the end of July.
• It will be followed by an economic report.
• Only then will the Finance Minister table the report for the next financial year in Parliament.

‘PM CARES’ scheme for children who have lost their parents due to Corona:

• The World Health Organization declared the Corona virus as a pandemic on March 11, 2020.
• This program for children called ‘PM CARES’ was launched on March 11, 2020.
• During the period from March 2020 to May 5 last year, when the Corona epidemic prevailed in the country, the ‘PM CARES’ project was launched with the aim of supporting children who lost their parents and legal guardians due to the disease.
• According to the data provided by the Union Women and Child Development Ministry officials under the scheme, applications were received from 613 districts of 33 states and union territories of the country.
• Health insurance, educational empowerment and financial support will be ensured for the children joining the scheme till they reach the age of 23 years.
• In particular, the children must not have completed 18 years of age on the date of their parents’ death.
• Such minors are provided with financial assistance for education and health from the ‘PM CARES’ fund and monthly stipend from the age of 18.
• It is noteworthy that when these children reach the age of 23 years, a joint sum of Rs.10 lakh will be given.

Reform of NITI Aayog:

• 15 Ministries of the ruling BJP-led National Democratic Alliance have been replaced as members of the ex-officio members and special invitees of the NITI Aayog.
• The Planning Commission was replaced by the NITI Aayog on January 1, 2015.
• Prime Minister Modi is the Chairman of this organization.
• His nominee Suman Beri is the Vice President. Also, there are 4 permanent members.
• Likewise, all state chief ministers, union territory deputy governors, central ministers responsible for important departments will be included in the executive committee.
• Currently, the members of the reformed NITI Aayog are 4 Central Ministers Rajnath Singh, Amit Shah, Nirmala Sitharaman and Shivraj Singh Chouhan.
• NITI Aayog has been revamped after Modi took office for the third term as Prime Minister.
